According to this CNN video (http://www.cnn.com/video/#/video/health/2008/06/23/kyung.fat.busters.cnn), Japan has introduced a new law which requires mandatory Obesity Tests for all employees over the age of 40.  If they fail, their employer will be fined.
FYI, the limit is 33.5" waist for men, 35.5" waist for women.  For comparison, the 2005 average waistlines for Americans was 39" for men, 37" for women.  (Source: http://health.usnews.com/usnews/health/articles/051128/28waist.htm)
