The CRTC issued new guidelines for judging usage discrimination by internet service providers. It has been suggested that providers like Bell and Rogers are interfering with the quality of service depending on how their customers choose to use the service. The CRTC has come forward to say doing so should be a "last resort". Ultimately, these are just guidelines and have no teeth.
