That sounds nothing like the source material, from which this movie borrows its name. It sounds to me like he's just using the license for advertising. This movie could have just as easily been another The Mummy sequel. I can understand not wanting to just make a live action version of the video game story. After all, that story has been told. Nathan Drake is the type of character that would have many stories. But it doesn't sound like he's making another Nathan Drake story. It sounds like he's made up his own characters and world and just reused some names from the game. Seriously, this would be like making a Marvel licensed movie about Wolverine as a cowardly sheriff in the old west, with his plucky sidekick Galactus. Actually.. I think I'd watch that movie.
