Title: Do we need a Digital EPA?

The EU has the GDPR which does go a long way.  It forces services operating within the EU to give users the ability to know what information a service has on them, and the option to completely delete all of it.  Will shady advertisers comply?  What if you have no way of knowing who is serving up that ad that tagged you as a unicorn loving nazi?
