In order to make Windows 10 really shut down when you tell it to shutdown, you have to go into settings and turn off "Fast Startup". Otherwise it only goes into a kind of hibernate mode, and if there's something wonky on your system, it'll still be wonky when you power up again.
You could also hold down shift when clicking shutdown to make it really shut down. Just like you have to hold shift to really delete a file in explorer, otherwise it just goes to the recycle bin.

Unfortunately from my experience, these steps have to be repeated after every major windows update as the update resets them.
Microsoft sucks.
